Your civilian-cop should not be chased or shot at at all?
Do you mean that ON duty he wont be a cop?
Remember that you cant play LSPDFR if you are in the midst of a GTAV-story-chapter. Finish it, or abort it, before you hook

Problem solved

Seems to be "Recommended Config" of Alex's "PEDS Overhaul" mod caused the problem
