The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Does this still occur when you remove the vehicles XML files from the ELS directory? Also, find Main.DisableGameBlipHiding in Grand Theft Auto V/lspdfr/lspdfr.ini (configuration file) and set false to true.

I fixed it, it turned out my game was running on Windows 8 Compatability mod which messed it up. But thanks for your help.
