list of mods (not sure if any are incompatible with each other or have bugs as that is pretty much never listed)

loaded up the game once and crashed while going on duty, loaded up the game again, went on duty with no issues but for some reason got stuck on a vehicle or something, third time it crashes before I even go on duty (hard crashed to the desktop)

also have a .rcr file that i dont know how to upload that Rage gave to me whenever I hard crashed.

Your screenshot is really bad and unsharp/ fuzzy. It is hard to see what you have. Your log is without plugin-data, it does not help.

Unless you know what MOD you installed just before this issue started, then its really hard to pinpoint the reason.
In general you need to roll back to a setup where you do not crash, -that would need you to disable either all mods, or those you added recently, and then you add one mod at a time, test for crash and then add next mod.

Like GTABear kind of said, its most likely a mods folder issue.

Rename mods to _mods.

If that works, you can try installing the Gameconfig by PNWParks as well as the Packfile and Heap Adjusters. Rename _mods back to mods.

If that still doesnt work, you can remove what you added one by one and test after each removal.

If that still doesnt work, you will have to restart the mods folder.
