So, my game won’t load up to story mode and would just keep crashing when loading up the game, after restarting my pc I got a pop window saying that scriphookv.dll and dinput8.dll is getting blocked by windows so I tried to whitelist them but that didn’t work so I reinstalled them, they worked for one game and an hour goes by and the game crashes. to get GTA to load up again I needed to delete scripthookv.dll but by doing that i can't use a lot of stuff like els. now lspdfr crashes after deleting it when going on duty. anyone got any idea on what to do??

You should just be able to click yes on that pop up saying the files may be blocked and continue, there's no need to reinstall anything if you see that (that will just trigger the pop up again). The log you posted doesn't show any LSPDFR crash. 

Or at least you got it working after it crashed, I do see some exceptions earlier in the log related to other plugins. 

i did click on yes but having the scripthookv.dll in the directory just crashes gta when loading story mode

Remove SHV.NET and try again.

nope that didnt work, it crashed after a min of loading, idk why shv.dll won't let me load the game.

Rename Scripts to _Scripts and try again.

Nope

Add ScriptHookV.dll back. Make the folder Scripts again. Make the crash happen and then send the ScriptHookV.log.

nothing new was added to it from the last time it worked.

Most likely one of the xml's in ELS/pack_Default is the problem. You can remove one by one and test after each removal to find the problem file.
