Patrol mode of the Ukrainian police in ELS

Good afternoon!
I am writing from Ukraine, I have a question about setting up ELS. In our country, the police use the "patrol mode" (original in Ukrainian: patrol mode) for the purpose of crime prevention. To explain briefly, the police of Ukraine only use a blue flashing light in two cases:

1. On patrol.
2. When the vehicle is stopped and in order not to attract other road users, the red turn signal is turned off and only the blue one remains on.

I would like to implement this feature in the game, resorted to various methods, but apart from making the blue side of the flash light up, I could not do anything else. Unfortunately, this option does not work for me, because in real life blinkers flash, not just light up. 

 

I was sent a video in PM where one guy was able to realize this opportunity.
He said he did it with some ELS mod, but he doesn't know the name and won't be able to reset it because he's not at home and his PC isn't with him.

I am asking for your help in solving this issue, thank you.
