I've been looking everywhere for the "trainer" menu download but can't find it? I got everything working with LCPDFR? Does the trainer automatically come with LCPDFR? I've try hitting every button to see if the trainer would come up but it doesn't? Please help!

Its not in LCPDFR you got to download the mod here:

If I download a police car shouldn't that police car be an option when i select which police i want to drive at the police station  or do i have to spawn it in myself or what? Thanks!

It will replace an in game car, so it will spawn in the selection menu for LCPDFR, but you need to install the car using SparkIV or OpenIV before it will appear in game.
