Make sure your PostFX and Shader Quality is set to at least High in your GTA V settings. In OpenIV, go to: mods > update > update.rpf > common > data. Right click and edit your visualsettings.dat. Then go to car.defaultlight.day.emissive.on and car.defaultlight.night.emissive.on. Then increase the values
