on the top of the window it says offline mode. it means it does not connect to any server, but its required to login. go to the settings and make sure no offline mode is selected.

    It’s hard for me to help you at this point. 
    im sure the problem is the offline mode.

     

    you can try to reinstall the rockstar launcher 

    or check the antivirus program or the firewall, add an exclusion f.e.
