Modded cars not showing

I am doing something wrong and just cant figure it out. I follow the directions to add a custom cop vehicle but it doesn't show. Any thoughts?

Everything which is replaced by another vehicle model should show. Are you sure you placed it correctly?

I did place everything correctly. While watching a whole bunch of videos one finally showed me. I forgot to install the ASI Loader and OpenIV.asi
