The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

i guess it's the wrong path.

try placing files to  ...\Grand Theft Auto V\Plugins\LSPDFR

callout plugins have to go there in common. other plugins still belong to the plugins folder. always read carefully in the descriptions where it has to go.

    wrong path as i've mentioned before. 

    create an LSPDFR folder in Plugins and put all your callout files into it. (ManiacCallouts.dll + ManiacCallouts.ini + ManiacCallouts.pdb)

    your lspd files (LSPD First Response.dll + LSPD First Response.pdb) still belong into the PLUGINS folder. i've also mentioned that before. read carefully!

    lspdfr is the main plugin which belongs to the plugin filder. all callouts for lspdfr have to go into the subfolder plugins/lspdfr.
