if u want to play with your ranks start gta without RPH and start it when you load your savegame.
wallah ranks are back.

create an LSPDFR folder in Plugins and put all your callout files into it. (ManiacCallouts.dll + ManiacCallouts.ini + ManiacCallouts.pdb)
your lspd files (LSPD First Response.dll + LSPD First Response.pdb) still belong into the PLUGINS folder. i've also mentioned that before. read carefully!
lspdfr is the main plugin which belongs to the plugin filder. all callouts for lspdfr have to go into the subfolder plugins/lspdfr.
