I don't think it must be extracted to the GTA IV directory, I think you have to extract it to the scripts folder wich can be found in the GTA IV directory

Make sure you have dll and ini files in your scripts directory. Sometimes players confuse copying script folder from zip into main gta directory with extracting files from that directory, which causes landing of dll and ini files in main gta directory rather than proper scripts directory.

Put the .dll file and the Config file in the script folder of your GTA  and go in game and hit X!

DO NOT extract the "folder" itself open fold copy and past the two script files the dll. and the config file and paste them into your gta script folder and your ready to go bud

When i press x nothing happens but do i install it to lcpdfr script folder or not?

Is there a video tutorial? Im better at installing a mod if i see a tutorial first

I didn't prepare tutorial.

Open PoliceHelper zip with "scripts" folder in it. In another window open your main GTA directory. Drag and drop "scripts" folder from zip into your main GTA directory. Click yes if windows will ask you if it should overwrite anything. I can't describe it any simpler.

Dou you have ScriptHookDotNet installed? I really can't get what are you doing wrong. Without TeamViewer connection I can't help. It's really hard to make easier to install mod than this one. COPY two files into scripts directory, that's ALL.
