Hello, I've been dealing with this issue for about a day now. Ever since updating and it has driven me up a wall, and nobody really seems to have a fix for it. ERR_FIL_PACK_3 never goes away. Here's a helpful list of what I have done as of right now. This is subject to change as I get more suggestions.

 

- Downloaded and installed gameconfig
- Downloaded and installed Heapadjuster as instructed as well as PackfileLimitAdjuster (i even deleted and reinstalled them two times)
- Verified game files 
- New version of scripthook installed and working
- Renaming mods to _Mods lets me get passed the splash screen but crashes during loading into story mode
- Replaced update.rpf and update2.rpf into mods folder
- Did _scripts as well to no avail.

 

 

 1.)EVERYTHING WORKED BEFORE DRUG WARS UPDATE + NO ERRORS
 2.) HAVE NOT INSTALLED ANY NEW MODS OR ADDON VEHICLES SINCE THE LAST UPDATE

 3.) I AM LAUNCHING GTA 5 NORMALLY WITHOUT RPH, THOUGH IT DOESN'T MAKE A DIFFERENCE IF I USR RPH OR NOT, IT STILL CRASHES. 

 

THINGS TO NOTE:

Disabling mods seems to get me passed the splash screen, but when loading into story it crashes the game. Otherwise I simply cannot load into the game no matter what.

If there's anything else I can do and someone knows about it please le t me know. Otherwise I took a break because this is really stressful.

 

Try renaming your main gta directory to something other than Grand Theft Auto V, then reinstall the game, but make sure you don't delete your old game files, after that copy over all the mods folders, etc one at a time and test it after. For example copy over your mods folder, then test to see if you can load in.

Which game config did you install?  By Parks or F7yo.  Parks I hear is fine but I do prefer F7YO.  I just updated gameconfig by F7 and it all loads for me.  Config V30.rar

My HeapAdjuster I think is from FiveM Systems Division which I think is the same as Dilapidated.  Dilapidated has an heapadjuster.ini that I don't have. 

My PackfileLimitAdjuster 1.2 is from UnknownModder.

There are some files and folders in you main directory that I don't have.  Wonder if one of those needs an update.  I'm not sure.

Both of those configs I've tried and they don't work. Currently I've cleaned my entire main directory to the vanilla GTA 5 clean folder and I am verifying the files again. Once I get done I will get back with results. I am sure it has to be one of my mods causing the crash, but sometimes you can be wrong about what is causing errors and issues.

Okay, so I've narrowed it down to my mods folder. Game loaded in absolutely fine when I verified files and removed all other non-vanilla files. Downloaded the OpenIV thing and immediately had the error. So I guess what I do now is start a clean slate and live to mod another day.
