i have reinstalled on a clean  install of lspdfr unblocking files in your anti virus will do nothing unless you accidently blocked them game launches a few times for me 

then i launch and nothing crashing on rage hook loading screen to desktop i am nto asking for help i am just telling you what is happening with mine i been doing this 10 years

and know teh basics i also tested NVIDA SHADOW PLAY AND THAT DOES NOT MAKEA DIFFRENCE THIS TIME BEFORE IT CUASED my game to crash but this time i disabled it and still crashing in the ragehook loading screen when it say initializing have great holidays hope maybe this helps some how

Clean as in "With no plugins installed"?
My new-updated LSPDfr starts without any issue at all, so this issue is not general.
* Is your version EPIC, Steam or Retail?
* Are there any error-messages when you crash?
* Have you checked what is running in TaskManager before and after you launch RPHook?
Your game can 'hide' on a hidden tab.
*Try and browse running apps with Alt+TAB
 

Is this happening when launching just GTA V? If so, rename mods to _mods. Additionally, remove ScriptHookV.dll as it hasnt been updated yet.

If renaming mods to _mods works, please see below:

If renaming your mods folder stopped your problem - something in your mods folder is causing your issue. Either a mod you installed or a file you edited. You can try revert the most recent thing you changed. Or you have to restart your mods folder, as it is impossible for us to diagnose what's actually causing the issue. The only other thing it could be is if you recently installed a large amount of addon cars you may need to install a custom gameconfig/heapajuster.

the game will run two three times then it just gets stuck clean install means clean install doesn't matter if zero mods are loaded

clean install means i erased the hole folder from teh c drive completely i have even replayed teh story to  see if any there was any errors with saves  

using teh latest game config gets infinite loading screen  thats how people are getting stuck its possible a new game config may fix the loading issues

if you are using the games defualt game config you will crash the when it say initializing faze of rage hook i havea brand new computer that arrived today i will be testing it on that pc also

You did't answer my questions.
My way to solve your issue would be to start out with a vanilla-GTAV + newest LspdFR & rpHook, without any mod
If that runs, then add one mod, test -Add a mod, test aso
I have a very limited list of outdaqted mods, because the toxic .. on discord wont release the list they uses..
But these are atm bad
