The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

There are a lot of threads relating to the issue. However, I could not be able to find any solutions. I reviewed the thread under some things about outfits, so I've done that and had no luck. Also, I don't see the mods folder there. 

 

I installed fresh, clean GTA5 and lcpdfr 0.4.9 (manual). It's been stuck at the spinning loading.

If you used RPHook to start GTAV, then dont!
Try to do like this
