You can use the iexpress tool found in windows. 

 

Yeah,but it only installs one thing, unless im just doing it wrong.

7-zip has the option to create a SFX archive

You can also make more advanced SFX archives with this tool

NSIS is a popular one, used by Firefox amongst others. If you can't figure out the scripting, there are a lot of tutorials and examples, you can use a graphical editor which generates the code for you, EclipseNSIS, HM NIS Edit.
