The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I had a Windows 10 update last night also but I just loaded LSPDFR and it went into game just fine.  Did you make any other changes in the game files?  Sometimes I have to try to start the game 2-3 times until it finally loads.  Don't know why.
