I apologize in advance if I’m posting in the wrong section, or breaking any rules. I’m very new to this all and it’s a bit overwhelming. 
 

I’ve watched a number of different videos and still can’t seem to figure out how to play how I’ve seen some streamers playing. I’ve downloaded every mod they have linked in their description. Watched the videos. Whenever I play, however, nothing seems to work. Whenever I attempt to pull someone over all I’m able to do is, “ask them to step out”, “issue citation” or “dismiss”. I’ve seen loads of different options such as “breathalyzer” and “search perp and vehicle” I can’t seem to use the prowler radar, or anything of the sort. I thought it was because I hooked my Xbox controller up but I even started using the keyboard and mouse and still no progress. I know I’ve gotta be doing something wrong. I’m trying, just not getting anywhere. 
 

please pardon my ignorance. I’m not very computer savvy. Willing to learn though.

These are functions of the plugin stoptheped.
