The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I somehow got them to spawn now by removing the mods folder in my gta v directory. Something in the mods folder was conflicting with the models. Anyways I will delete this.
