LSPD Aggressively spawning tons of vehicles

Hello yesterday I installed a mod Traffic fluidity and discipline. Now my game behaves absolutely bonkers.

Out of nowhere lspd starts spawning tons of vehicles at one spot. When I looked into the Rage plugin console it was flooded by TRACE lines spawning vehicles. I was in Paleto Bay so it spawned like 50+ sheriff vehicles... Then my game crashes bcs it can't take it anymore.

 

But the thing is I don't think it's because of the Traffic discipline and fluidity mod. That mod should only affect behaivour of drivers etc.. not spawning so the problem I think is somewhere else..

    So I tried to replace the files from Fluid Traffic mod with the original ones that I copied for a backup, but that didn't seem to help.

    So that only supports my suspicion that the problem is somewhere else.. but where..
