The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Will this PC work?

Yes, this should work. However if you plan on streaming it as well you may run into a little lag possibly BUT overall this is a decent setup for it. I would upgrade the SSD though if you could. 500mb isn't a ton of storage, but if LSPDFR if all you plan on playing then you should be fine. The GPU is about average, but it has a good processor.

You will definately need to upgrade RAM at some point in the near future. You could probably run lspdfr and several mods at 60+- FPS on medium settings maybe.

I think it should be enough to play LPSDFR, it could handle some graphics mods, but I had a similar setup and my guess it's going to run just fine with around 40 - 60 fps, depending on the amount of mods.

RAM is on the lower end though

For this one, I think the 1 gb of GTX 650 is a bit low.  it would run but picture quality would be low.  From what this one looks like this video memory is 1 gb where I think GTAV recommends at least 4 gb.  That is just GTAV recommendations, not including LSPDFR & mods.  I put a thread on here when I updated my video card, actually whole computer.  I'll see if I can find it.  It is just pictures from the game with the old computer vid card compared to the new computer vid card.  I'll see if I can find that thread on here.    Then you can see the quality difference between a 1gb and 8 gb graphics card look.  Also, when I had the 1gb it ran fine but I was just really wanting a better look, meaning better graphics card.  I hate for anyone to invest in a computer and then a year later want better graphics but their computer wouldn't be able to support it.

Would it run smoothly? How many mods could I put on the game then?.

it will run 60 fps +-, mods are different can't tell you how much you can run since each mod takes a different capacity and does a different thing.

i would suggest in ur budget to go for a build your own, you can get a better pc in this price rather than a prebuilt
