Hey all i notice on some cars i downloaded it has the attatchments on the trunk of the car for radar, the when i use OPEN IV and i look at the model of the car it shows 

them on the trunk but when i spawn the car it's not there any one know why??

Those are probably extras and need to be enabled through a trainer or something similar.

don't think that has to be enabled through a trainer should show up with the car all the other cars with that show up except that one

According to the file description the ALPRS are an extra:

 

-Features-

-Ram Bar (extra9) you may need to repair the vehicle to have the ram bar show!

-ALPR's (extra8)

-Blank PNG's so you can set your own color

Hmm repair the vehicle, but it worked before? 
hmm so how do i go about doing that??

 

For the ALPRs you need to activate extra 8 in a trainer or in the vehicle garage window when going on duty on the station. It should say something like "vehicle modifications" where you can toggle extras. I'm not able to provide a screenshot as I'm not near my PC atm but I'm sure you'll find it easily.
