I installed some new cars and clothing and loaded up GTA5 to try them, upon loading up everything seems fine until the loading screen, it turn black and on the right corner it says "Loading LSPDFR" after like 6-10 seconds an error pops up saying "LSPDFR HAS CRASHED" after that it load for a while and then the whole game crashes. Please help me as I am desperate for help, thank you!

First of all you want to get rid of all your plugins (because they are outdated) except UltimateBackup and RegularCallouts. After you've done that reinstall the "without add-on cars version" of the LSPDFR basic configs. Your log indicates that you installed the version with add-on cars which you don't seem to have.

After doing that rename your mods folder to _mods and try to go on duty as usual. If LSPDFR crashes again with your mods folder being renamed to _mods provide a new log please.
