The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

It seems like the majority of the community play LSPDFR in third person. There seems to have been an increase in body-cam style mods that allow the player to play as though they are watching through the player's body camera. Personally, I've always played in first person. I think it makes the gameplay far more realistic but just wondered how many others do the same.

I play third most of the time.  Sometimes I'll go into first but not for long because I just want more visual of my surroundings.  I'll sometimes go into first when driving but only on the freeways.  I've tired first, in the city, in pursuit going around blocks and blocks.  My car doesn't last too long.  😀
