So while I haven't tried switching my ENB to an earlier version, I'm at a loss for why this is happening. You can even see the reflection of the building's lights on the water, but not on the buildings. This occurs across the map in Eastside Algonquin, Bohan, parts of Alderney, the entire first island (Broker, etc...) What I have done:

Uninstalled & Reinstalled:

CGE ENB 5.03 / LCPDFR / ScriptHook / AdvancedHook / SNT / All Script-based mods (TowService, METT, Helper, TrafficLoad...)

This is on EFLC 1.1.2.0 with all updates. I will update after some troubleshooting tonight, but if anyone has seen this let me know, its difficult searching on Google for this one, nothing really comes up. Thanks in advance!

That's what I'm backtracking when I uninstall and reinstall. Thankfully I have somewhat of a log (no dates though) to see what I was testing. Hoping its just the ENB version I have, though the author stated he wasn't sure why it would happen and it is EFLC specific.

I was also adding new textures to various cars via OpenIV to have unique plates on certain police & taxi models, not sure if this would be related though.

I am also going to try starting a new game and see if that fixes it as well.

Well, Hurricane Sandy did take out quite a few power lines in New York and NJ...

I would say its the ENB.

Tried 3 different versions of ENB, no luck. Need to check game without any ENB. Need to check TLAD...

Reverted four different cars I had been using with no problems. Reverting more.

Started new game.

Checked handling/vehicle/carcol/weaponinfo files....ugh

Have you checked your visualsettings.dat ?

Not sure what I'm looking for in visualsettings.dat but I will replace with original and see what happens.

Also adjusted draw distance with original, no fix.

The only thing I can think might have caused this was using a clean savegame on the mission I was working on. But starting a new game should have remedied this. It did not.
