The car would have to be unlocked and you would have to open it up with zmod and replace it .

99% of the cars out there are locked, so essentially you would need to create the same car in zmodeler and then put whatever lightbar on you wanted. You may have to create said lightbar if its not currently available unlocked

You mean a template that you can use to skin?

Just download a file. Usually templates are included there :D
