ELS cars can't spawn with random lightbars. The GTA system that lets cars spawn with random components is the same system that ELS uses to make the lights flash.

Just like he said its not possible. ELS works by using the "extras" which on normal default IV cars might be a body kit, different exhaust tips, hood scoops, etc. If it were even possible, this is the system that would be needed to spawn different lightbars but ELS takes up every spot of available "extras." I don't even think it would work, even if you could add different lightbars, making each one flash correctly and not having it be a big mess of lights would be an issue. So no, nothing like this exists and probably never will. Thats what multiple car slots are for....

ELM uses a completely different system than ELS. ELS uses vehicle extras, while ELM uses vehicle headlights (at least, that's what I've heard). The headlight system works very differently in IV and SA, since they're different games running on different engines. So, you can't just port ELM right over. Sam is working on the Illumination Mod, which would use some sort of script-generated lighting (like the spotlight mod), and that could work with multiple lightbars (though it would probably require special coding on his part). However, he's busy with LCPDFR, so...
