So I know that stop the ped was moved to the authors own website, and I trust it enough since many other people have downloaded it, but when I try to hit the download, it tells me to install a sketchy flash player update. Just want to know if that is safe or not.

There's no reason to install a sketchy Flash Player update, especially since Flash is dead, so no.

Lol. Definitely not. Flash Player is deprecated, and even if it weren't, is unrelated to GTA V entirely. Are you sure you actually clicked the legit download link and not some ad that's pretending to be a download link?
