In order for me to change what hard drive the game is on I need to go through this long ass process and eventually it will verify the game files through epic games. Is this going to delete all my mods, script hook, vehicles?

Verifying your game files will only affect your games original files.

I just recently had to do that same thing.  I moved my game to another drive for space reasons.  I have retail and I just did a fresh install because I was having too many issues with LSPDFR.  After the install to another drive and updates I still couldn't get GTAV to load.  I did the verify the integrity of game through the GTAV Launcher and after taking 15 hours to do that it finally loaded and is fine on my new drive.  Before that, I tried to just move the game files to the other drive but then it wouldn't load and was getting some error message.  I saw online that you need to change the registry keys to show the new game path.  Changed that and it still didn't work.  So seems like verifying integrity fixed it but it took a long time for me.
