I have an odd issue, that isn't caused by DLS or ELS because they're not even in use or loaded when this happens, even though I have it installed, where NPC backup cars will approach with their lights flashing but then their lights suddenly go out or enter a frozen "steady burn" looking thing when they get close to me.

 

I have tested it, and it only happens when I have a car of my own which I've sat in and I am On-Duty in LSPDFR.

If I have no car and stand around, the NPC lights work fine, but if I spawn a car and sit in it, then their lights all go out suddenly.

The responding backup have their lights flashing until they get near, then the lights freeze. If I turn my lights off, then theirs all go off as well.
