The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Replaced lots of edited METAs with vanilla ones, replaced whole folders if I ever edited them. Removed lots of DLCs (I was using vanilla cars for my own personal interest [like lots of them]). I even changed up the siren to the last one that worked. Tried everything. Yes, I've updated to Cayo Perico, and yes I have stuff that should support it.

You are genius. I guess uninstalling all of that work was not a good idea. I'll recover, though. Luckily I haven't removed my mods folder. Didn't know they released a new patch.
