Disabling specular map

Hi,

so as most of you know, if you increase the overall reflection of the timecyc.dat file, not just the cars will shine more, but even the world as well. Is it possible to disable / black out all specular map textures at once? What I do now, is open every file that contains road textures and replace the specular texture with a pitch black texture. This way the road won't shine like it's icy or something. When it's raining the roads still get wet, and they'll reflect the world since the normal map contains the amount of shinyness for the road textures.

So is it possible to make only the cars reflect the world more, and not the whole game?
