Any EUP customization should come with instructions for installation. I don't know how to install those either, I use the default uniforms it comes with.

@Charlie686has more knowledge than me on installing peds I believe

I do have good knowledge on EUP but I am more of an expert on peds such as s_m_y_cop (whatever they are called)!
