Can't get through loading screen without crashing

I was playing LSPDFR last night and all of a sudden my game crashed, I tried to load the game back up but It repeatedly just crashes whenever I try to load in. It crashes when the "Loading Population". Not sure what to do so I came here to  see if anyone else could help me. Heres my RPH crash report.

ok Here what I want you to do, I want you to delete all of albo's plugins becuase they are outdated and they can cause your lspdfr to crash, I would not advise you to use them, That being said delete these following plugins Traffic policer,lspdfr+,arrest manager, and police smart radio. Once you finish deleting those go ahead and launch your game with rph and see what happends, Let me know if you have any question!1

Yes please, There must be another mod that you need to delete so first im going to look at your plugin list again then im going to look at your resent log!

Okay, So know I know what folder is causing your lspdfr to crash, can you delete vocal dispactch or grammar police.

Nope, Still got the same problem as beforeCrashReport.txt

Its not caused by any plugins, none are loading, rename your mods folder _mods and see if it loads then

Okay, I did not see that my mistake, but just dont use any of albo's plugins!

Actually yeah, so do I just reinstall the vehicle textures and the gun textures like normal? Or is there a special way I have to reinstall them?

If I'm understanding right the game works without the mods folder, what changes have you done in OpenIV since it worked properly?

Nothing, I was asking because all of my vehicle textures and guns were returned back to stock vehicles.
