Please use the search feature on the site before posting.

1) Make sure your GTA directories are not readonly, especially the COMMON and DATA folders.

2) Also ensure you are running the installer as an administrator.

First of all, I know, how annyoing it is, if somebody forgot to use the search funtion.

I'm sorry about this.

Anyway, I'm pretty sure that my GTA directories are not readonly.

I already modded a lot. Does it make a different if I bought GTA 4 with Steam?
