I'm slightly confused - are you managing to play?

LSPDFR hasn't loaded 

Yes i am playing, with LSPDFR but my ping is extremely low

Confusing.

 

Go into the RAGE settings and make sure that plugins are set to load on startup. Then load into GTAV and go on duty.

Here are some things I noticed:

• Arrest Manager is out of date 
• Assorted Callouts is out of date - Attemped Crime Callouts is a great pack
• Chill Callouts needs to be updated
• ComputerPlus is out of date - Compulite
• PoliceSmartRadio is out of date
• StopThePed needs to be updated
• Super Callouts needs to be updated
• Traffic Policer is out of date - StopThePed has many of these features
• Wilderness Callouts is out of date

I strongly advise you remove all the out of date plugins as they can cause frequent crashes, system instability and lag - like you have experienced.

Iv'e removed those plugins, my lag hasn't got any better only worse.

Please make sure you have done all of these. Some things haven't been updated/removed and it is hard to pinpoint the issue if it is possible they are causing it.

 

If the issue persists despite this I'd suggest lowering your graphics settings

A little better, but now f4 command wont work

 

Can you give me explain what "won't work" means.

Does it not open?

Does it crash?

It will not open at all, it opens my mod menu instead which isn't normal

Is this with the game being loaded with RAGE?

Not sure how to do this for RAGE but your mod menu should have an ini file - check there!
