He's just advising you to do some research yourself before asking for help on the forums. Nothing harmful, and there's no need to flame. On topic, that link you specified could easily run IV on Low, maybe Medium. IV's a horrible port to PC and is prone to crashes. Even my high-spec computer has trouble running it occasionally. I'm not a fan of prebuilt computers, it ends up to be more expensive and bang for your buck. But that's just me. No biggie.

It won't run it period because it doesn't have a dedicated graphics card. You might be able to get it to boot up but it will look and play like garbage, load times will be horrible, you'll be dealing with a crappy plastic mouse with a bad reading laser, etc. If you're looking to game; realistically, you'll be spending a minimum of around $700-800 on the tower alone, never mind a monitor and all of that crap if it's a new PC you're getting for the purpose of running games at high detail levels.

And to chime in on the post above mine, the amount of RAM on the graphics card won't make much of an impact for you if it's at 1GB or above already. More RAM on the card helps with larger screens, but if you're running a dinky 20" LCD that would come with that slimline tower, then it's going to waste. 1GB is fine, 2 will future proof you, but at a high cost.
