The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hello,

 

From what you sent there, it appears that RPH has indeed loaded. It is a possibility you just didnt set it so that LSPDFR loads on startup. To find that out, go here:
 

How to access your Rage Settings Menu:

=> To access your RagePluginHook settings, hold Shift straight after launching RagePluginHook. 
=> Alternatively, press the little silver cog icon when you see the RagePluginHook splash screen after launching.

From there, go to the Plugins tab and if LSPDFR isn't selected, then you will select it and relaunch the game.

i’ve tried that but the only plugin that shows is eup

in the lspd first response folder is rage plugin hook configuration settings and inside of the plugins folder is another one that says plugins and inside of that it says eup then lspd first response.dll and lspd first response.pdb

This is because you have LSPDFR installed correctly. 

Move the LSPD First Response.dll and LSPD First Response.pbd to just inside the Plugins folder.
Remove the following folders: API Reference - Developers Only, Documentation, Documentation and License, Files, and plugins, and ReadMe.

Then try going into the RPH Settings Menu and then add LSPDFR to be loaded on startup and then launch RPH.
