Can someone just give me a list of procedures to install all this new stuff. Its just not working for me

You'll have to be a lot more detailed on what issue you're having.

OK , Cyan  i used to just run ragehook and it would launch the game and update and then I would work through the update.rpf and files. Well this time it doesnt seem to updating the game and lspdfr,   Scripthook errors saying I dont have the right game version and then I read I can update or move the update through openIV  im confused

Sounds like you've not updated Scripthook. Go to their site and extract the contents of the archive to your GTA folder.

Yes for some reason the version didnt copy 3 times , ok your getting me further. Now on populating game world it freezes  is that the gameconfig?                                     How do I use openiv  to do the update.rpf ?

Well I tried the gameconfig and it threw to out of game memory error during startup? any ideas
