I reinstalled my GTA V today and started to build up a stable set of mods. For the first time I wanted to test out grammar police but I can't figure it out.

 

So, when my GTA starts without crashing, I start as on-duty police officer, plugins loaded and confirmed by popups. even Grammar Police, but it shows me "not available" I did try several keys, but the mod doesn't seem to do anything. 

 

It doesn't even play the sounds, rather than recognizing my voice-commands. What should I do?

You need to either change your language to "de-DE" or install U.S. English speech recognition.  There are instructions in the Documentation folder (in the RAR file).  Look at LANGUAGE.txt.

that was after a crash the porblem was it just booted me to the desktop

Set Main.DisableGameBlipHiding to True in your LSPDFR.ini file.

the thing is i diasbled every mod one after one but the only mod that botted the game to desktop was grammar police

You still have the same error which is caused by blip hiding.

That wasn't a question it was a statement.  You still have the same error.  That error is causing your crash.  Until you fix it, you will continue to have crashes if you have Grammar Police installed.  The way to fix it is to disable blip hiding.
