I dont know why, but occasionally, there will be random flashes on my minimap, and a BUS will be blipped red, suggesting that I have to stop that BUS(or any other vehicle that will be randomly blipped). It will be very annoying as I can't ignore it unless I ForceSuspectLost. Does anyone know how to fix? I will post my plugins screenshot

Based on the mods you have, it might be from one of the callouts. If you look on the map, what are the white blips marked? If they are marked enemy, then that's just from one of the mods. Some icons in LSPD:FR will be blipped red to show that they are an LSPD:FR Enemy, which means that you can go into a pursuit for them. If you're holding shift down behind a vehicle, it'll be registered for a traffic stop, and you can pull them over. Hope this helps!

Oh no, what I meant was there's like white flashes on the minimap every few seconds. Occasionally, a random vehicle will we blipped red as an Enemy. The annoying part is that it is random. Do you know how to disable this random enemy showing on my minimap?

I have the same exact issue. I am pretty sure that it is just the included "BOLO" feature that comes with LSPDFR. I believe adding this "Ambient.DisableEscapedSuspectEncounter = true" to your lspdfr ini will resolve it. 

I Get The Same Thing. But Usually The Red Blimp Is Just A Clown Van Driving Erratically. I Just Ignore Them Or I Just End The Pursuit. Does Get Annoying But It Went Away By Itself.

It Is A Plugin BTW. 

The White Blimps Are The Ones That Have Something Wrong With; For Example, Messed Up Engine, Popped Tires ETC...
