Can’t access website on my network

So basically whenever I try to access lcpdfr.com on my home network  the server times out, however when I use a different connection I’m able to get on the website. 
Not sure if it’s just my shitty connection or if I got banned. 

Did this start recently or has your home network always had an issue with connecting to the site? Is there an error message that the site tells you? Also do you use a VPN? If you are using a VPN do know that many online communities block IPs associated to VPNs for security reasons.

If you where banned then there should be a message telling you that you are not allowed to access the community, however that may not be the case for you.

It started a few days ago, Sometimes I'm able to get in with no problems and other times it just times out. I'm also not using a VPN. Only error I get is "ERR_CONNECTION_TIMED_OUT" on chrome.
