I am playing LSPDFR since 0.3, and I have been using some callouts updated from 0.3. And now, in 0.4 there are more callout packs released and I installed most of them. The problem is only callouts from the new callout packs are being used, not old. I guess this is by chance or not?

No no no... In simple, some callouts could only be spawned in callout manager. Not popping up randomly.

It depends on the callouts priority that is set by the developer. I recommend to use force a callout plugin for randomization.
