I did not include the model.

I don't find in necessary to update this. So in this case, It's complete. Model download: http://www.lcpdfr.com/files/file/8392-hvy-insurgent-mapped-default-style/

Install: Go to update\x64\dlcpacks\mpheist\dlc.rpf\x64\levels\gta5\vehicles\mpheistvehicles.rpf and replace the textures in policeinsurgent.ytd and policeinsurgent+hi.ytd
