This project is an official project developed under the management of Shadow Productions.

Me and my friend japaw made this pack purely because we were tired of our old packs and wanted a fresh design. After a long time designing and developing the textures for this pack which started about a month ago, we are finally ready to release it. The inspiration from this pack comes from two police departments which are both located in Okmulgee County, Oklahoma. The first being the Muscogee (Creek) Nation Lighthorse Police Department which is based on the border of the City of Okmulgee within the Muscogee Nation Tribal Complex. Their station sits right off of the northbound lanes of highway 75 heading towards Tulsa. The MCN Lighthorse Police has jurisdiction across 11 counties which includes Tulsa County and into the City of Morris. The Morris Police Department is based less than 10 minutes away from Okmulgee and about 8 minutes away from the MCN Lighthorse Police Department. Morris is a small-town police department that employs 9 officers to serve the community of about 1000 citizens. They work directly with MCN Lighthorse for their central dispatch and support.

I kinda threw this together in like 20 mins so I didn't go into very much detail on the placements and stuff, I hope y'all enjoy! I got the inspiration for this vehicle from the Harris County Sheriffs in Texas and thought it made since as I live in Oklahoma and we have lots or tornados and floods and stuff here.

Only the F-150 and speed enforcement folders have texture files. All other folders are empty.

Same. When i open with WinRar the pngs are there but when I try to drag them out or export they don't do anything

For me it is not. I just discovered this livery pack and everything is working fine. Maybe your not using WinRAR to open your files and thats the issue? Didn't had a single problem.

I found a fix - apparently the files were marked hidden or secure. Beware of possible hidden script in this livery pack despite it looks great.

I use this pack and replace officerark sheriff pack,,eveything is good but my issue is " in openIV the mod are good with everything like picture ,

but in game all of them missing radar on the back trunk or top near light bar.

I've never seen that issue, I'll try to see if my friend knows or if I can find a possible fix. My guess right now is that something may be corrupted in the pack, so the fix for that would just be a reinstalment; if that doesn't work, let me know. If you'd like I can get you better support if you add me on discord, my user is socks04, but other than that, if you don't add me I'll comment on your post again with more fixes if I find any.

While Installing and following the README guide I was unable to find ELS/pack_default or anything like it in my GTA V legacy Folder Anyone know a fix?

Try doing just the normal GTA folders, also ensure you have ELS installed in the right location.

It seems like you are referring to the ALPR's on the Vehicles, In game those are Extra's which are toggleable, In game using a Trainer like TrainerV or so on, go to vehicle components and toggle through them and the ALPR's should appear on the vehicles, They are typically located on Extra slot 10,11 or 12.

Try reequipping the ALPRs with a Trainer once your outside the garage, and for the AI they are scripted to have randomized extra's when they spawn. alternatively there is a mod called ExtraManager which will force the AI to use any Extra you choose: The installation video by Blueline Vibes should help with the installation and getting it to work properly

Yep, some of them are taken off LSPDFR but can be found elsewhere, but I'll link the ones that are here.
