[NON-ELS] VICPOL SPEC Rebla GTS 1.0.0

This is a VICPOL Spec Lore friendly ish Rebla GTS. Dosent come with a livery because every server is going to have a different logo etc for their police force. Its fully templated with a realistic lighting setup and message board.

Known Issues
There are a few small texture issues with the model (idk why they just broke) ive spent way to long fixing little things on this car. If i end up fixing them ill update it here.
