It's a extension to EUP, It should be at the end of your clothing items.

Is there a way you can make insignia pins for the collar and pin the say SO and COUNTY for sheriff

The clothing are addons, so you'll need to go to the other end of the "Tops" section. I'm not 100% sure if you need a mod that allows you using add-ons or not, but I by default use one so maybe check that.
