What is DLS and what does it do? I can never find an explination on what it is

It is an alternative to ELS. You have stages to lighting without performance drop. The lighting also looks a thousand times better because they're actually using the game's lighting system unlike ELS. ELS uses extras so the game sees the lighting more as a "body modification" rather than actual Emergency lights.

So as @heyme2 said it's so similar to ELS , 3 stages of lighting , siren control , steady burns ... the only difference between ELS and DLS is ELS uses the EXTRAS as lighting and it works with Script Hook and DLS uses a LIVE carcols lighting and it works with Rage Plugin Hook 

So short story DLS is same concept as ELS but with different system ... Give it a try it is really cool and so useful
