In dlclist.xml file located in mods/update/update.rpf/common/data add this code as the latest position.
<Item>dlcpacks:/grupaspeed/</Item>
Move "grupaspeed" folder to mods/update/x64/dlcpacks.
Put the XML files from "ELS" to Grand Theft Auto V/ELS/pack_default folder.
