First you need the EUP Civil Clothes Pack
When you installed the hoodie from this pack go there

mods/update/x64/dlcpacks/eup/dlc.rpf/eup_componentpeds.rpf/mp_m_freemode01_mp_m_christmas2018 and replace jbib_007_u texture

Nice idea, but would look 10x times better with something else that a standard font in my opinion, or use all caps everywhere like LAPD does on their Bearcat
